Three parties requested the opportunity to respond to the published version of Professor Jacoby's fellow's address. The Board of Directors of ACR has published these responses along with Jacoby's address in these proceedings. Professor Jacoby requested, but was not granted, an opportunity to reply to the responses. The Board believes that the positions of the parties are adequately represented in the submissions contained in these proceedings.
